This compendium is 24 full-depth engagement packages (each a 23-block GTM playbook), organised into four
published cluster volumes plus this index and the main volume. vol-D (financial-crime / justice) is an
intentionally empty directory — that cluster was Declined and is published as such so the omission is
visible. Read the main volume first for the methodology, the formula, the ranked master board, and the
cross-package synthesis; then read each cluster volume in <ord> order.

Share the storm-replay COP demo (one build → five Irish targets, see main-volume §5): a01 (NDFEM/LA responder lens), a02 (DART coastal-closure lens), a04 (TII roads lens), a05 (DCC/LGMA lens), a03 (OPW street-flood lens). Additionally, c04 (HSE/NAS) uses a storm-replay variant (the Éowyn comms-failure / major-incident scenario), reusing the same COP primitives.
Involve MAHI (the maritime edge + legal-gate resolver, V 0.10→0.75): b01 (Naval/MDA — MAHI is the primary gate-resolver), b03 (SFPA, via the maritime cluster), and the European maritime rows e01 (Belgian Navy/MIK — warmest MAHI bridge), e02 (EMSA CISE), e03 (EDA/PESCO), e05 (Nordic), e06 (Netherlands, MAHI + Damen), e08 (EDF-2026 consortium — MAHI as prime), and e10 (Spain, MAHI→Indra/Navantia indirect bridge). In each, MAHI lifts the legal gate, not Stage-1 demand.
Research-flagged / lower-confidence (re-score the instant a real conversation happens):
all European rows e01–e10 carried research_required: true in the build spec (no pre-existing source card);
of these, e05 (Nordic Gulf-of-Finland) and e09 (France seabed) and e07 (FRONTEX/EUROSUR) are
explicitly confidence: unverified / DISCOVERY-ONLY — scored (named buyer + procurement route established)
but flagged as the least-certain rows. e07 is additionally decline-policed and gated behind a delivered
decline-safe reference (it is the deliberate portfolio floor: high strategic value, low near-term probability).
